Vietnam is not a member of the Hague Apostille Convention (Convention of 5 October 1961 Abolishing the Requirement of Legalization for Foreign Public Documents). Documents being sent to this country require State, U.S. Department of State, and Vietnam Embassy legalization. This three step process is necessary in order for the country of Vietnam to accept your documents.

For example, if your documents were signed and notarized in California, they would need to be processed through the California Secretary of State, the US Department of State in Washington DC, and the Vietnam Embassy (three steps).
