In the District of Columbia, an apostille can be issued by the Secretary of D.C. or the U.S. Department of State. Depending on the type of document you have and the country requesting it, your document will be processed from one or both of these offices.
For example, if you have a birth certificate from the District of Columbia and the country requesting your documents is China, your documents will need to be processed through the Secretary of D.C., US Department of State, and the Chinese Embassy. Another example is if you have a birth certificate from the District of Columbia and you need it processed for Mexico, your certificate only needs the apostille from the Secretary of D.C.
